4.2 Transfer of Tickets

FIFA Ticketing Policy is based upon the principles of ensuring reasonable ticket prices and a fair and equitable ticketing distribution system for the general public. FIFA does not price its tickets at the highest price that the market will bear, because FIFA wants football fans from all economic backgrounds to have the opportunity to purchase tickets to the matches. Unauthorised re-sale of tickets undermines these principles of fairness. Taking this into account, the GTCs state that ticket holders may not sell, offer for sale, resell,donate or otherwise transfer their ticket in any way, without the specific prior written approval of FIFA. The reasons for limiting ticket transfers include: (a) event security,(b) consumer protection, and (c) economic fairness. Furthermore, in some circumstances,unauthorised ticket re-sales are illegal.

FIFA strongly recommends that fans only purchase tickets through authorised channels,because ticket products obtained from unauthorised parties may be invalid and access to the stadium could be denied. Unauthorised ticket resellers have engaged in the following activities in past events: (a) offered and sold tickets that they do not actually have, on the hope that they might eventually get a supply of tickets from an unauthorised source; (b)sold counterfeit tickets; (c) sold tickets without accurately describing the location or type of ticket that is ultimately provided; (d) delivered tickets too late for the consumer to get to the FIFA World Cup™; (e) provided tickets that are invalid as a result of violation of the terms and conditions on which the tickets were sold, and (f) sold tickets without compliance with event security precautions, including without limitation, rival fan segregation policies and precautions taken to confirm that tickets are not sold to individuals who have been banned from attending football matches due to undesirable behaviour.

For those customers who will purchase tickets to the 2010 FIFA World Cup™ with a real desire to attend, but may not be able to attend for health or other legitimate reasons, FIFA will establish a Ticket Transfer Policy. More information about the Ticket Transfer Policy will be provided at a later date.
